Project
Description
: This
major
public
plaza
on the
Hudson
River
was
created
by a
collaboration
of
artists
,
project
architects
and
landscape
architects
. The
Plaza's
design
anticipates
and
responds
to a
variety
of
public
needs
: the
tourist
making
a
one-time
visit
, the
office
worker
eating
lunch
there
regularly
, the
resident
of
lower
Manhattan
out
for a
stroll
or
run
, and the
frequent
(or
occasional)
visitor
from
other
parts
of the
city
. The
Plaza
is
bounded
on the
east
by
skyscrapers
and
enclosed
public
spaces
that
comprise
the
six-million-square-foot
World
Financial
Center
. To the
west
, the
Plaza
fronts
on the
Hudson
River
,
surrounding
its
indented
North
Cove
and
incorporating
a
section
of
Battery
Park
City's
1.2-mile
waterfront
Esplanade
.
Near
the
buildings
,
areas
for
outdoor
cafe
dining
are
set
apart
from
pedestrian
traffic
by
rows
of
trees
, and
separated
from the
rest
of the
plaza
by
long
reflecting
pools
.
Water
spilling
over
the
outer
edges
of the
pools
catches
the
light
and
creates
a
background
of
gentle
sound
.
Below
the
pools
,
two
tiers
of
steps
descent
to a
row
of
stone
tables
and
chairs
which
provide
informal
eating
facilities
.
South
of the
Terrace
, the
Court
is
dominated
by a
shallow
,
sunken
trapezoidal
area
paved
with
cobble
and
grass
and
bordered
by a
granite
wall
.
Additional
seating
and
inscribed
railings
overlook
the
North
Cove
along
the
water's
edge
.
Project
History
: The
Battery
Park
City's
Fine
Arts
Program
was
established
in
February
1982
.
It
was
intended
to
complement
the
site's
acclaimed
architecture
and
public
spaces
with
appropriate
and
significant
works
of
art
, to
enhance
the
public
environment
and the
enjoyment
of
people
working
and
living
at
Battery
Park
City
.
M
.
Paul
Friedberg
, the
landscape
architect
for this
project
,
collaborated
with the
other
principals
to
produce
this
successful
effort
. The
Program
was
conceived
as a
parallel
to the
Percent-for-Art
policies
adopted
by
New
York
City
as a
means
to
acquire
works
of
arts
for
public
areas
. The
Battery
Park
City
Fine
Arts
Committee
is
an
independent
group
of
professionals
from
art
and
architecture
communities
,
who
serve
pro
bono
. The
Committee
advises
BPCA
by
recommending
appropriate
sites
for
works
of
public
art
and
artists
to
create
unique
works
for these
locations
. The
Program
is
financed
by
revenues
BPCA
receives
from its
lease
agreements
with
private
developers
building
at
Battery
Park
City
.
