Description	Francis Stevens Greenlief, 78, a retired Army major general who shepherded changes in the recruitment tactics of the Army-Air Force National Guard and who fought to improve benefit packages as Guard membership diminished at the end of the Vietnam War, died of cancer December 18, 1999, at Inova Fairfax Hospital, Virginia. Greenlief was born on July 27, 1921 in Hastings, Nebraska. After officer candidate school, he rejoined his outfit, the 134th Infantry Regiment of 35th Division for service in the European Theater of Operations. He fought in the Battle of Normandy, in the liberation of St. Lo and the Battle of the Bulge. He was a platoon leader and rifle company commander in the war.
